I've formatted two laptops and both laptops had the same problem. (Maybe I did, and got around it, but I don't remember it.) I don't remember having this problem before. I can create the file elsewhere and move it to C, but then I can't delete the file. I can create/delete a folder, but not file. I've formatted my laptop yesterday (reinstalled W10), and today (an hour ago) I've noticed this problem.
